today to some extent provides accommodations, but there are still problems. In respect to the topic of community inclusion for people with disabilities, is there access to health care and
other community services? Is there financial support to facilitate their inclusion? Health care in the United States of America today is governed by state law. Yet, there are national laws
as well that are in the picture. Someone with a disability is often in a unique position. They may be entitled to government services and health care privileges due to
their disability. However, this may be limiting. Mowry reports that grant programs allow states to provide Medicaid for those with disabilities so that they can buy into the program ("A
conversation with MaryAlice Mowry," 2003). This act also considers personal care services that people with disabilities may need in the workplace ("A conversation with MaryAlice Mowry," 2003). Why is
this fund important? It allows people to work but not give up health care coverage if they choose to be gainfully employed ("A conversation with MaryAlice Mowry," 2003). Many people
do not realize that government benefits aligned with disabilities would be compromised if the individual went back to work. Clearly, someone who can work full time may not be considered
disabled, or perhaps they are not disabled enough. This grant does help to change things. It also helps to change perception. The following provides an explanation about Social Security
