serious illnesses. Children may go without regular checkups. Families may not see a dentist. And, there are more unintended pregnancies poor teenagers. Raiz (2006) reports that the uninsured simply to
not see health care providers. In fact, Raiz (2006) rightfully expands the population to those whose health insurance is inadequate and thus, they are also disenfranchised when it comes to
appropriate health care. Raiz (2006) refers to those who are uninsured as well as those who are underinsured a being in a "health care poverty" population. Healthy People 2010
has no fewer than 107 objectives for poor persons and families. The primary problem for people living in poverty is the fact that they lack access to health care. This
lack of access leads to numerous health problems. For example, this consortium wrote: Financial barriers include not having health insurance, not having enough health insurance to cover needed services, or
not having the financial capacity to cover services outside a health plan or insurance program (Healthy People 2010, n.d.a). This programs objective for 2010 is to have 100 percent of
the population with health care coverage. A complementary objective is to have 90 percent of pregnant women receiving prenatal care in the first trimester (Healthy People 2010, n.d.a). This seems
strange since the data reported for 1998 was 83 percent of pregnant women who had received care in their first trimester. That figure, 83 percent, was the same for people
who had health insurance that year so one would think the objective for pregnant women would also be 100 percent. One cause of poor health in people is the fact
that they do not have an ongoing primary physician. This document reported that 40 million Americans did not have a regular primary care physician or clinic (Healthy People 2010, n.d.a).
