Governmental systems evolve both according to place and according to time. The absolutist state of the eighteenth century and the totalitarian state of the twentieth century
are excellent examples of this evolution. While there are many similarities between an absolute and a totalitarian government, there are also significant differences.
Royal absolutism would prevail in much of Europe by the late 1600s. France and England would differ significantly in the success of royal absolutism. France
is known as the model of absolute monarchy. King Henry IV used absolutism to overcome the economic and social mess which he had inherited. At the time of
his reign France had been torn apart by civil war. The people were starving and many areas were almost completely depopulated. Peace, order, and stability were a common
goal of nobles, officials, merchants and peasants alike. Even more importantly Henry the Great cared about his people and his country. He promised a chicken in every pot
and set about on a path which would allow that to happen. He converted to Catholicism but sought Protestant cooperation. He emphasized public improvement and in only twelve
years restored public order and set the country on a path toward economic stability. In this case absolutism was a tremendous success. This success would be repeated with
the reign of Louis XIV as the people cooperated with the monarchy and regarded it in high prestige. The situation would not be as positive, however in England where
religious differences were tied head to head with economic and political oppression. Charles I did not have the commitment of his people and his absolutism failed as a result.
