defined as "any action which causes the tally of the vote to deviate from the results intended by participating, registered voters."1 Voter fraud can take many forms, including badly designed
voting machines.2 Voter fraud usually fits into one of four categories: 1) Fraud occurs when registered voters are prevented from voting by any means; 2) It is also fraud when
people register voters who are "ineligible to vote"; 3) A person who goes to the polls and presents himself as a registered voter under a different name is committing fraud;
and 4) its fraud to "corrupt the voting act."3 This phrase refers to anything that results in votes being cast other than the way the voter intended, or not voting
at all; it can include intimidation, paying voters, tricking them, or by rigging the machines themselves.4 Justin Levitt of the Brennan Center for Justice at New York University School of
Law has an even simpler definition: "Voter fraud is fraud by voters."5 There are several reasons why people are able to get away with fraud, and not all of them
are deliberate. For one thing, registering people to vote is a difficult and time consuming job, so political parties and organizations often use paid signature-gatherers to sign up people to
vote. At times, since their pay depends on how many signatures they get, these workers (who are usually paid minimum wage or less) may forge signatures just to raise their
total for the day.6 There are also legitimate errors made: "As many as 200,000 new registrants in Ohio show mismatches with records in other government databases," but the Ohio Secretary
of State refused to purge these voters from the rolls, "arguing many mismatches are likely typographical errors."7 These records then are fraudulent simply because they dont match, not because the
