model that has dominated female Asian experience for centuries. Nevertheless, to Western eyes, abortion policy and practice in Japan is a mass of perplexing inconsistencies. Japan is a country
where abortion has been legal and available for over 50 years, having been legalized in 1947; yet birth control pill was illegal until 1999. Young people in Japan are extremely
promiscuous and sexually free in their behavior; but the government is reluctant to expand sex education--thereby informing young people of the risks they are taking--for fear of alienating their conservative
parents (Webb, 2002). Abortions after the first trimester are legal in Japan, which implies a cultural disregard for the life of the fetus. But Japanese were recently shocked to learn
that an abortion clinic was casually disposing of aborted fetuses in the trash. Japanese burial law dictates that an aborted fetus, 12 weeks or older, must be cremated and the
waste disposal law requires that a younger fetus must be placed in a sealed container and incinerated (Japanese govt, 2004). Environment Minister Yuriko Koike appears to express the cultural perspective
of her people when she states that "Fetuses should be buried properly in accordance with socially accepted ideas even when they are younger than 12 weeks" (Japanese govt, 2004).
Young people in Japan have created a sex subculture in which a group of "sex friends" indiscriminately have intercourse with each other (Webb, 2002). The logic that they use is
