Henry David Thoreau practiced and described the principle of civil disobedience as a part of his reaction to what he considered to be the great injustice slavery
as it was emphasized by the issues surrounding the Mexican-American War. Thoreau actually published his views in 1849 with the discourse he titled "Civil Disobedience". In it he
details how civil disobedience can be effectively used to change law and policy. Civil disobedience, as prescribed by Thoreau, is a process of
non-violent protest. "Civil Disobedience" encouraged resistance to government and policies through the simple act of not being obedient. Thoreau described a tremendously effective tactic that can be employed
to resist laws and policies that are simply not acceptable. Thoreau saw this as a peaceful form of resistance to governmental policies and institutions which he saw as inappropriate.
Thoreau rightfully believed that civil disobedience could not harm a true democracy, only an autocratic state. Thoreau wrote in "Civil Disobedience":
"That government is best which governs least....For government is an expedient by which men would fain succeed in letting one another alone; and,
as has been said, when it is most expedient, the governed are most let alone by it." (Thoreau, 1989, 188).
