that the war of drugs isnt being won. Locking up people for drug violations, they point out, isnt very effective, mainly because the illegal drug problem has changed since 1980,
both in terms of nature and extent). The authors point out that not as many people are into cocaine these days as they were in the 1980s. Furthermore, the researchers
comment that drug-related homicides has actually decreased. "Today," the authors remark, "were dealing with an older, less violent and more stable population of drug abusers." The problem, however, is that
the number of people being arrested for illegal drugs continues to increase. Further adding to the issue is that locking up everyone involved with drugs (such as dealers) likely wouldnt
have much impact on society. It would, however, have impact on the prisoner - there is social harm resulting from imprisonment not to mention the fact that its the taxpayers
dime thats keeping the abuser/dealer in prison. Furthermore, the U.S. continues to spend billions on drug control. Even the intervention problems among youth
that are being made so much of arent showing a noticeable difference; "It is hard to do anything within 30 contact hours that overrides the impact of the thousands of
hours that typical young people spend with peers, listening to music, watching television and so on," Caulkins and Reuter note. Nor are drug treatment programs having much of an impact.
