and/or maintenance of international peace and security by one nation, on behalf of another nation. Then there is the third criterion, multilateral,
by collective defense action. This is one step short of war, and involves two or more states banding together to work toward a common objective in a particular region or
regions. The Afghanistan coalition pulled together in the wake of the September 11, 2001 attacks are an example of collective defense action, as was the first Persian Gulf War in
1991. The standard argument for why states tend to move toward multilateral sanctions or defense is twofold. First, states want to
decrease their own costs by increasing pressure on the target (Spanihelova, 2006). Second, states also want to increase credibility through multilateral moves - its a lot easier to be credible
in the eyes of the rest of the world if a good chunk of the world is working with you (Spanihelova, 2006).
President George W. Bush has, on the other hand, received a great deal of negative publicity for his "unilateral" acts when it has come to Iraq. Though Bush didnt
exactly act unilaterally (the United Kingdom and several smaller nations came aboard during the initial 2003 invasion), the attitude of the United States at the time was that of a
