a leadership team that is working with a large public school district, a district that has failed the "No Child Left Behind" requirements during the past two years. If the
school fails one more year, the schools could become privatized or even taken over by the state. As with any change in
any organization, however, before undergoing the process, its important to note why problems are occurring. In the case of this district, the facts are pretty obvious and they are as
follows. 1) The districts support staff (i.e., custodians, bus drivers and so on) have had to undergo several years of pay cuts
and layoffs to reduce costs. They are, understandably, demoralized and unhappy. 2) Teachers are unwilling and unable to take on more students
in their classes or additional responsibilities, and have threatened to strike if asked to do so. 3) Parents of students are apathetic
and not involved in school activities. 4) Most of the schools (except for one) are academic underperformers.
The student has been asked to recommend a particular organizational development (OD) intervention to help turn the districts culture around, ranging from moving to positive attitudes to
a culture focused on achievement and student learning. Needless to say, while this is terrific in theory, in reality, change management can
