One of the many problems associated with this public health issue is the fact that many elderly victims of abuse have medical problems that prevent their placement in the typical
crisis shelters. There is, in short, a gap in the care resources available to this demographic population that advanced practice nurses (APNs) can play a role in alleviating. APNs
have demonstrated, and continue to demonstrate, their value in "providing cost-effective and high quality care in a variety of settings," which includes community health settings that provide access to healthcare
for underserved populations (Burgener & Moore, 2002). The following paper, first of all, examines what constitutes elder abuse and then discusses the role that APNs can play in regards to
addressing the needs of elderly abuse victims within the context of Elder Service Departments. Elderly adults can be vulnerable to abuse for a variety of reasons and in a
variety of circumstances, as abuse may occur in the home or in a residential facility and can be perpetuated by a family member or some other caregiver. Furthermore, neglect, whether
intentional or unintentional, accounts for around 70 percent of elder abuse cases that are substantiated by Adult Protective Service agencies (Gray-Vickrey, 2004). Neglect generally includes a caregiver failing to provide
"an older person with adequate food, clothing, shelter, medical care or assistance with activities of daily living" (Gray-Vickrey, 2004, p. 47). Abuse of the elderly also includes emotional abuse
(around 35 percent of cases) which includes inflicting "anguish through threats, intimidation, humiliation and isolation" (Gray-Vickrey, 2004, p. 47). Twenty-five percent of cases involves physical abuse, which includes hitting, physically
