than 40 years after its introduction, however, affirmative action has become a difficult thing to measure. On the one hand are companies that have initiated "affirmative action policies," and point
to a more diverse workforce. On the other hand, groups point to the fact that not enough is being done to further level the playing field.
In this paper, well examine the implications of affirmative action, both in terms of employers and employees. On the employer
side, experts point to the fact that affirmative action has had a definite change in terms of hiring practices, personnel policies and even "employment outcomes," as they are called (Holzer
and Neumark, 2000). Holzer and Neumark, among others, have pointed out that employers using affirmative action in recruiting practices tend to recruit more extensively and screen more thoroughly as well
-- as well as relying more heavily on formal, rather than informal methods of evaluation during the recruiting processes. They are also found to pay less attention to quality of
the person (such as previous job experience or education), but on the other side, theyre more likely to invest in training and skills improvement as well (Holzer and Neumark, 2000).
The suggestion here, however, is that hiring through affirmative action could lead to more costs assumed by the employer, not only because recruiting techniques become more extensive, but because ethnic
minorities and women are hired to meet a "quota" system, meaning more assistance (in the form of training) might be required (Holzer and Neumark, 2000).
