agency combat terrorism and how does it manage change to its functions in doing so? First, its necessary to understand what, exactly,
terrorism consists of. According to U.S. law, terrorism is premeditated and politically motivated violence that is perpetuated against non-combatant targets - in other words, targets that werent expecting to be
attacked and that cant adequately defend themselves (Zalman, 2009). The other factor here when it comes to terrorism is that its premeditated. In other words, the attacker didnt just decide
to perpetuate violence on a whim - he/she thought about it, schemed and planned. But how does a criminal agency prepare
for a terrorist attack? In this paper, well assume that the attack were the September 11 attacks - following that particular situation, many government, municipal and public safety agencies (such
as police and fire departments), focused on beefing up security to protect employees and property. The city of Eugene, started broadening its
thinking about who - or what - was likely to initiate a terrorist attack against one of the facilities (Mosley, 2003). The answer was that it would typically be a
small group, or individual, that would premeditate an attack against a building or government employee (Mosley, 2003). This was the case in 1995, when Timothy McVeigh bombed the Murrah Federal
Building in Oklahoma City. This was a lone individual, acting out. But it was still a terrorist attack, as it was premeditated and an act of violence. McVeighs act of
