Having just been transported by the miracles of modern science from 1804 to the
year of our Lord 2003, I must admit that I am somewhat state of shock over not only the scientific and technological advancements which have been made in just less
than two-hundred years but also the political changes which have occurred in the country that I so cherish. I spent the first few days of my visit to this
time wandering around Washington and noting the visual changes which have occurred. It quickly became apparent that in order to understand these changes I was going to have to
devote a considerable amount of time to researching the history which has unfolded in my absence. I have learned that while the Constitution and the bipartisan democratic structure of
the country has changed very little, the modern interpretation of Constitutional provisions is sometimes considerably different than the Constitutions original intent. My qualifications
for making the comparison which I have undertaken are quite obvious given that, not only was I one of the original authors of the so-called Federalist Papers, I was also
one of the original signers of the Constitution and played an important role in its production. My first overwhelming impression in viewing the government as it exists in 2003
is its massiveness. It appears that the vision of the original framers of the Constitution, a vision of a government, has disappeared. The intent in modern government, in
