complicated. Yet, each police force operates by its own dictates, rules and regulations and the laws which govern the state. They also abide by constitutional law and other federal statutes.
In analyzing a system related to criminal justice, there are several areas of focus. According to Welsh and Harris, there are eleven steps involved when doing a system analysis
related to criminal justice (55-57). The steps are as follows: describe the problem; describe the roles and responsibilities of different agencies; funding issues; describe the role of the private sector,
describe the use of discretion in the system; describe the "existing continuum of sanctions"; describe the offender population; evaluate the historical context; describe the current use of information; describe community
involvement (Welsh and Harris 55-57). Clearly, there are many steps one may take which denote different areas of focus. In examining steps in respect to criminal justice systems analysis one
can see that it is quite an intricate proposition. In order to examine just some of these steps in more detail, the following four will be examined: A definition of
the problem; a description of the offender population; a description of community involvement, and participation of the private sector. The first step is thought to be a description of
the problem (Welsh and Harris 55). Indeed, this is a good place to start. It is important to define the problem. What is the purpose for systems analysis (Welsh and
Harris 55)? Authors go on to give examples such as overcrowded jails, concerns about drugs in the community and the existence of a high profile crime (Welsh and Harris 55).
