it does change things. After all, the people of Grand Forks may not be pleased with having a casino nearby. Further, it will only benefit one people, and not necessarily
everyone. This is a dilemma that will affect the entire community. In the social sciences, the problem may be evaluated in different ways. The dilemma can be looked at from
a psychological perspective, or an economic one, or from a sociological point of view. Within each of these disciplines are different theories that present various ways in which one might
want to examine the issue. One example is systems theory. Talcott Parsons (1995) defines systems as being both a complex of interdependencies between parts, components, and processes which involve other
defined relationships and also includes an interdependency between such and the surrounding environment. Systems theory also embraces the notion that the concept may be applied to a variety of things
such as those within the boundaries of social, biological and mechanical labels (McLeish, 1993). In other words, there are many types of systems. A family may be seen as a
system. A business may be seen as a system. In this case, a community is used. Various concepts exist within systems theory. Boundaries identify whether or not an individual
is a member of the group (Perfas, 2004). In the case of the casino, boundaries would be rather fractured because this community is not completely Chippewa. When a casino is
