with those who can offer greater insight to the problem at hand rather than merely spouting statistics that automatically condemn the department speaks to the agenda setting tactics routinely used
by mass media; the newspaper never intended to act responsibly and actually encourage positive change but rather immediately took a hostile attitude and flung accusations without bothering to substantiate their
skewed coverage. The proposed evaluation, however, places an entirely different perspective upon the approach by actually working toward resolving issues from an internal viewpoint. Jones realizes the only way
to enact positive change is by incorporating the very people who understand the job and its inherent limitations as far as recidivism statistics play a role in probation effectiveness.
