They also do not want to leave their systems vulnerable to hackers because employees have access to sensitive documents. Corporations are now trying to measure the scope of the problem (Naughton, Raymond, Shulman and Struzzi, 1999). A survey reported by Vault.com noted that 90% (1999, p.62) of Americas employees admitted that they surf the Internet for their own benefit. Also, 84% (1999, p.62) reported that they send personal e-mail from work. SurfWatch Software says that about one third of the nations workers time online is spent cheating the boss out of real work, a figure that has doubled since the previous year (1999). In a hypothetical case study, an organization has just attained full Internet connectivity and the employees now have USENET, e-mail and other forms of access. What sort of policy should be implemented for online use of corporate information resources by employees that will provide a defensible compromise so that there is corporate control on one hand and privacy for the individual on the other? It seems that the principles and fundamentals go to balancing conflicting ideas about the use of information. Many employees feel that they should have the right to use the Internet to shop, or for personal communication. They do not think that they should be limited by their employers. Just as they may make a personal phone call now and then, jot down personal information on their sticky pads or read a catalog at their desk once in awhile, they do not see a problem with using the net for other purposes.
