insurance portion of this life insurance companys business has been doing poorly and the health insurance department is now deemed a profit center. That is, analysts will come up with
ways that this department can make money rather than being a mere adjunct to the primary business which is life insurance. This strategy will mandate a change in respect to
employment promotion, retention and hiring. Thus, a reorganization is in order and new job descriptions are needed. By creating new job descriptions, the department will be able to move forward
successfully. The descriptions should be changed periodically to assure that departmental needs are being met. II. Strategy Statement At ABC, health insurance seems to be a losing proposition.
One way to tackle the problem is to designate the department a profit center. There are some success stories in using this approach. However, Young (2008) warns that sometimes converting
profit centers into standard expense centers can be more conducive to quality health care. In other words, in this business, quality is very important and should not be sacrificed for
profits sake. This is an important consideration but does not preclude the strategy of profit center creation. Walker & Poppo (1991) talk about transaction costs and other financial considerations
of profit centers. Clearly, additional analysis is necessary to assure that profit is created and that the Health Insurance Department is on track. At the same time, when designing an
organizational chart, profit cannot be the primary motive as it is also important to be proactive in creating public policy rather than be reactive (Chase, 1982). Insurance companies are quite
