them been effective or is there room for improvement? In almost any plan along these lines, there is definitely room for improvement, and in this paper, well attempt to use
the economic approach to policy analysis to do just that. Before we start, however, it would be helpful to analyze the theory
behind using economic approaches to policy analysis in general. In its most basic form, the so-called "economic approach" to policy analysis
rests on a few assumptions. First, it assumes that reason can examine the means, but not the goals of a course of
action (Chasse, 1991). Second, that there is no public interest beyond the sum of preferences of consumers - as theyre represented by market prices (Chasse, 1991). Third and finally, this
approach assumes that homo economicus is the only thing needed to create rules of social organization for any time or place (Chasse, 1991).
With the first aspect, assuming that reason examines the means, but not the goals, the goal for homeland security is, of course, to protect the nation from all threats
(both from abroad and from within). But in this case, its the means to how we get there that ends up being just as important (and needs to be examined
just as strongly). The "means" for a solid homeland security plan would include (but not be limited to) a proper allocation of resources, such as ensuring armed forces troops are
in the right places (where they need to be) to help promote the right defense at the right time. Second, that there
