article is the criminalization of homelessness as well as the way in which homelessness is addressed. Key concepts are defined and very accurately described. For example, the definition of criminalization
is provided in depth and the social and economic factors which lead to homelessness are clearly discussed. However, an historical account of homelessness is not. Although there is history in
respect to the criminalization of the activity, there is no history that takes one back to the issue of homelessness, the definition of "home" and so forth. However, some history
is supplied for the causation of homelessness in respect to the housing crunch, something that is a part of the problem. II. Plan 1. Social policy goals
Social policy goals are for enhancing quality of life. One would assume that this means the quality of life for the needy. The author asks: "Whose "quality of life" are
we improving and at what social and economic costs?" There is a suggestion that the social policy goals are flawed as they really do not serve the homeless. 2.
Manifest and latent goals "Revitalization" and "redevelopment" are buzzwords and equated with goals but the author criticizes the goals because they tend to serve the market as opposed to serving
the cause of public housing. 3. Legislation/ Regulation/ Authorization The article clearly focuses on the detriments of legislation that prohibit the homeless from sleeping or performing basic functions in public.
Although local laws play a role, the author questions the constitutionality of these. Financing Although the article points to the negative aspects of programs, the only
