has to go back to the time of the French Revolution when there was unrest in France, and also through the Enlightenment period where in France it was much more
significant, and then to modernity. Finally, France would have some peace. It is almost as if the French people are just feisty and the British refined. Yet, the French would
be angry with its monarchy. While they did not necessarily want to do away with the monarchy, they wanted an enlightened monarchy. They wanted things to be fair. They wanted
to be able to have enough money to put food on the table. A similar phenomenon did not occur in Britain, nor anywhere else for that matter. A large part
of the reason why France and Britain differed over the last two centuries is due to institutional arrangements, the political culture, and other factors. A great deal happened during
the the nineteenth century in terms of government and democracy seemed to be at the forefront. Abraham Lincoln of the United States wanted a government of the people and
progress for the U.S. and other western states also went in that direction (Spiller, 2001). The United States did seem to lead the way in practice, in respect to
the empowerment of individual citizens and the opening up of the process of government to greater checks and balances (2001). While the Founding Fathers may have started the process in
a less altruistic manner than did the Declaration of the Rights of Man and Citizen, it suggests that the French bourgeoisie did (2001). Still, the idealism of the early months
of the French Revolution soon would give way to a hard-edged pragmatism, something that brought a more centralized form of government than what had existed under the ancien regime (2001).
