just as controversial has been the concept that second-hand smoke causes danger to those inhaling as it does to those who are directly puffing away on cigarettes or cigars.
As a result, and in a bow to public health advocates, many cities throughout the U.S. are passing municipal codes and addendum to
already existing codes to restrict smoking in public places, such as restaurants and other city-controlled facilities. The city of Calabasas, in California,
has introduced an ordinance, number 2006-217, also known as its "Comprehensive Second-Hand Smoke Control Ordinance to its city council. In this paper, well examine the policy itself, as well as
its potential costs, benefits and effectiveness. Policy Issue/Description The main thrust of this particular policy can be found in the
middle of the policy, which reads that the ordinance will "provide for the public health, safety and welfare by discouraging the inherently dangerous behavior of tobacco use near non-tobacco users"
(City of Calabasas, 2006). The remainder of the ordinance goes into why it is such a problem, and various definitions of public
