authority of states should be organized, it seems that the conditions that contribute to their strength or weaknesses vary. Polybius, correctly or not, applauded the meld of monarchy, aristocracy, and
democracy in the Roman Republic. He understood the fact that it was a combination of various approaches as a uniting factor and one that actually made the state strong. Few
can argue his point. Still, it is not necessarily the blend of governmental types that would give the Roman Republic strength. Although Hobbes ideas are perhaps more well known than
the rhetoric of Polybius, the fact is that the latters ideas are implemented in the U.S. Constitution with its system of checks and balances. Polybius championed the idea of
the mixed constitution, but Hobbes advocated the principle of absolute sovereignty. Romes constitution was indeed mixed. The idea of absolute sovereignty is one that many have done away with.
After all, even France in all its adoration of the royalty agreed that democracy worked best. Even in the hey day of the French Revolution, there was a call for
an enlightened monarchy. Yes, like England, the French liked their royalty even though they understood the corrupting factors. Still, few wanted monarchy to be held in such high esteem as
to the exclusion of all other government. Yet, Hobbes did not have much faith in people and thought that the common man would simply be best off relinquishing his
rights to a sovereign. In this way, the best decisions would be made for him. Thus, one sees that the theorists seriously disagreed with one another on the issue of
how government should be run. Hobbess argument is weak. It is arrogant and supposes that man cannot make decisions for himself and rather, should rely on someone with royal blood,
