Russia seems to be the greatest threat to the U.S. in terms of having serious collection capabilities (2005). Russia actually has three bodies of foreign intelligence functions and they are
designated by the acronyms SVR, GRU, and FAPSI, organizations that arose after the dissolution of the KGB (2005). Actually, the KGB was separated into eight distinct areas (2005). Russia
has always been well known for its stellar spying agencies and it is also true that Russia was once Americas primary rival. In China, the MSS was started in
1983 ("Adversary," 2005). MSS is responsible for conducting "counterespionage operations" within China (2005). The MSS is very interested in information about the nations that share borders with China as well
and collection objectives include the acquisition of civilian technology and foreign military technology (2005). The organization also monitors Chinese dissident group activity in various nations (2005). Much of the
