may be the case that democracy has spread and is a rather common state, there are differences. In order to highlight the differences, France and Great Britain will be the
focus of attention. Britain is attached to the model of a representative parliamentary government (Kopstein & Lichbach, 2000). Yet, this was not always the case. For some time, the monarchy
was more powerful, and this was true in France as well. The British Parliament would eventually become even more powerful than the royalty (Kopstein & Lichbach, 2000). Soon, the prime
minister would have the real political power (Kopstein & Lichbach, 2000). Many historians see the British system and its gradual evolution as successful (Kopstein & Lichbach, 2000). Yet, many
historians also compared Britain with France (Kopstein & Lichbach, 2000). Yet, while it may be true that France likewise replaced the monarchy, the difference is that France did it in
one action when the French Revolution came about (Kopstein & Lichbach, 2000). For Britain things were much more gradual (Kopstein & Lichbach, 2000). Britain does not have a similar revolution
on which to draw. In fact, Frances bloody revolution is often compared with the American one. One cannot make a similar comparison with that of Britain. In France, there is
the idea that the power is with the people, but in Britain there is a sense that one institution was simply replaced by another (Kopstein & Lichbach, 2000). A major
contrast between the two systems is also significant which is that Britain is essentially run by Parliament and France is run by a president (Kopstein & Lichbach, 2000). It may
seem to some extent that the British system is fairer as it is run by a group of people-the Parliament-and that is similar to Congress and the system of governance
