when Cold World tensions between the United States and Soviet Union reached the boiling point, intelligence systems became the cornerstone of foreign policy throughout the world as a protective measure.
Historical enemies, Russia and Great Britain, have developed their own unique intelligence systems. But both structures are constructed out of fear of the unknown, and are designed to
accumulate information by various means to make their respective nations more secure. They are designed to maximize success and to minimize failure, which is the same in the intelligence
community regardless of the nation. Failures, which can have deadly repercussions, include overestimation, subordination due to policy considerations, communication glitches, and complacency (The History and Lessons of Intelligence Failure,
2004). There has always been an element of paranoia that has historically colored the Russian approach to intelligence systems. There was always an "us against them" mentality that fueled
the intelligence information gathered by the notorious KGB or secret police. However, the walls of the Russian intelligence systems came tumbling down with the downfall of the Soviet Union,
and were reorganized several times during the 1990s. Its primary strength is in its independence and the powerful reputation that demands respect over the year. The system, in
its current form, is decentralized, and consists of six agencies, such as the Federal Security Service (FSB) (formerly the Federal Counterintelligence Service, or FSK, Federal Intelligence Service (SVR), Federal Agency
for Government Communications and Information (FAPSI), Federal Protection Service (FSO), Presidential Security Service (SBP), and Chief Intelligence Directorate of the Russian General Staff (GRU)(Russian Intelligence, 2002). These agencies each
