was highest for both men and women in Kentucky (33.8 percent, men; 28.1 percent women) (State-specific prevalence, 2004). Additionally, this problem also affects pediatric health in that it is estimated
that between 20 to 50 percent of adult smokers live with children in their households and that the majority of these smokers continue to smoke indoors, according to the CDC,
despite the known dangers of second-hand smoke (SHS) (Sheahan and Free, 2005). These statistics indicate the severity of this community health issue within Kentucky and the need for nursing intervention
and teaching strategies. The following discussion of smoking cessation looks on this community health problem from the standpoint of community health nursing, with nursing intervention founded on a theoretical foundation
provided by Orems Self-Care Deficit Theory. Orems Self-Care Deficit Theory is a nursing model that is frequently used within general nursing practice, as the foundation tenet of this model
mirrors one of the primary foundation tenets of nursing, which is that nursing intervention should facilitate the re-establishment of the self-care capacity of the patient (Horan, Doran and Timmins, 2004).
Orem defines a "self-care deficit" as when a clients condition or injury prohibits that individuals ability to meet the requirement of self-care (McGraw, 2000). To alleviate this, nursing intervention is
required, which meets self-care requirements by "acting or doing for, guiding, teaching, supporting or manipulating the environment" (McGraw, 2000, p. 305). A "self-care deficit" is defined by elsewhere in the
