what works? If something isnt working, what can be done to improve the process? Neely et al (1997) point out that without some kind of performance measurement system, individuals in
an organization will tend to pursue their own purposes, without understanding whether their task are achieving a desired outcome. Some of
the measures used to provide information on "what works" include input (i.e., raw materials or manpower); output measures (what the result is from inputs and how they impact the particular
market or scenario (Garry, 1997). Then there are outcome measures, which determine the impact of inputs and outputs on the target audience, and whether those outcomes match the anticipated results.
Input measures, as mentioned above, determine the amount of inputs that move into a particular system or process. With any kind
of industrial, or assembly process, the input process involves raw material and labor. With a service organization, the input may be somewhat intangible, and can include time, effort, enthusiasm and
other similar measurements. Inputs are ideal for organizations that are trying to do more with less. A just-in-time inventory process, for
example, means that raw materials are delivered to a particular manufacturing plant on an as-needed basis. In this way, the manufacturing organization undergoes a leaner mentality. There is less inventory
