general, contribute significantly to an individual?s chances of contracting cancer, yet tobacco use continues. Teenagers still start the habit and the government still supports the tobacco farmer. How does public
policy form towards such a commodity? How much does public policy affect tobacco use? These questions and more are addressed in this volume as Fritschler attempts to unravel this complicated
and problematic social problem. Fritschler begins by offering the reader some history. Beginning in January of 1966, health warnings have been printed on all cigarette packages sold in the US
that tell the tobacco user that the US Surgeon General has determined that cigarette smoking is dangerous to the user?s health (Fritschler 1). Beginning in 1972, the warning began to
appear on all forms of advertising that are still permitted to the tobacco industry?billboards, newspapers, and magazine advertising (1). The public has been literally deluged in warnings that outline the
hazardous nature of tobacco consumption. Per capita annual consumption of cigarettes for individuals over the age of 18 dropped from 4345 cigarettes in 1963 to 3384 in 1985 (Fritschler 2).
Whether or not the warnings had an effect on this has not been proven. Additionally, there has been a change in the age mix that makes up the tobacco-using population.
In 1964, over 50 % of the adult male population smoke cigarettes while by the mid-1980s only 32% did (Fritschler 2). While smoking among adult women increased until 1970,
the figures on women smokers began to decrease after the 1970 peak. As encouraging as these trends may sounds, over all consumption of cigarettes did not decline appreciably by the
