Trade Center Hours and the Pentagon, prevention of further terrorist attacks as well as protecting U.S. citizens seem to be on long President George Bushs priorities. Because of that,
the president authorized all types of funds both to prevent future terrorism attacks and to protect citizens in the event such an attack were to happen.
However, less than two years after 9-11, it seems as though promises for financial aid to responders such as firefighters, police officers and emergency medical technicians
are not forthcoming anytime soon. Throughout the past 22 months, there has been a little bit of aid distributed to state and local governments, but a recently promised grant of
$4 billion has yet to be seen by many of these governments. What is the hold up in this situation? Why
are not states and cities being reimbursed for trying to protect their own citizens in the event of a terrorism attack? Who can we point the blame at for
this oversight? This paper will attempt to answer these questions. The Need In the wake of 9-11, there became the apparent
need for homeland security in order to protect U.S. citizens. As a result, specialized hazardous materials units, supported by the U.S. government, have been carrying out drills throughout major metropolitan
cities in the United States (Stossel, 2003). But while these units are prepared, the main problem is that the so-called first responders -- the local firefighters and police officers --
are actually the ones who would be on the front line in the event of a terrorist or bio terrorist attack (Stossel, 2003). The experts point out however, that the
