modern doctrine. Rousseau published his comment in 1762.2 Fourteen years later, the American Declaration of Independence stated clearly that all people have certain rights that should never be
taken from them.3 The term civil rights is linked strongly to the efforts of Black Americans to obtain equality and the same rights under the law as whites have;
primarily through sociopolitical movements which for all practical purposes began in the late 1950s. Human rights have always been put into two categories, natural tights
and civil rights. Natural rights are those that belong to individuals by virtue of their humanity: the right to remain alive, to sustain life without food or shelter, and
to follow whatever their conscious wants. For example ,if it is a natural right to own property, civil law might regulate what someone does with that property. Civil
law also determines such things as who shall vote, who shall be allowed to drive a car, the legal age for alcohol consumption, and even whether or not
businesses can operate on Sundays.4 The two types of rights have become so intertwined with each other that they often appear to be almost identical.
If a government has the power to abolish civil rights, then it also has the power to destroy natural rights. An individual denied equality (a civil right) finds
very little liberty (a natural right). And people without liberty find very little enjoyment in equality.5 The 1950s and 60s marked the beginning of
